PRESS RELEASE: Update on Annual General Meeting, Elections, and Ongoing Forensic Audit

Colombo, 24 December 2025 – The National Olympic Committee of Sri Lanka (NOC Sri Lanka) wishes to inform the media and the wider sporting community of the current status relating to the Annual General Meeting for the year 2025, the election of the Executive Board, and the ongoing forensic audit.

 

The incumbent Executive Board reiterates its commitment to convening the AGM and conducting elections at the earliest possible opportunity, subject to the completion of mandatory administrative and governance requirements. At present, the approval of the Budget for the year 2026 by the Finance Committee and the Auditor General’s Report for the year 2024 remain pending. These documents are essential prerequisites for the lawful transaction of business at the AGM.

 

In parallel, a comprehensive forensic audit covering the period from 1 January 2015 to December 2024 is currently underway. The forensic auditors were appointed by NOC Sri Lanka under the concurrence of International Olympic Committee (IOC)/Olympic Council of Asia (OCA), and field work commenced on 24 June 2025. The audit is being conducted by a reputed firm of Chartered Accountants and Auditors.

 

Subsequent to the ban of the former Secretary General Maxwell De Silva for 5 years by NOC Sri Lanka, which is enforced by IOC/OCA, the forensic audit was initiated. The findings and concerns arising from this period also led to unprecedented financial sanctions being imposed on NOC Sri Lanka in December 2024. The undertaking given that a forensic audit would be conducted was among the factors that resulted in the lifting of those sanctions, and the progress of the audit continues to be monitored by IOC/OCA.

 

NOC Sri Lanka has been informed that the forensic audit reports for the years 2015 and 2016 have been finalised, while confirmation on the completion of the remaining reports is awaited. The continuity of the incumbent Executive Board is essential to ensure the audit concludes efficiently and that its outcomes are implemented to strengthen governance and transparency.

 

The President of NOC Sri Lanka has formally communicated the current status of these matters to IOC/OCA and has sought their concurrence to conduct the election under their guidance and supervision following the conclusion of the forensic audit and the implementation of any outcomes arising therefrom. A response from IOC/OCA is presently awaited, and stakeholders will be updated accordingly. Upon receipt of the approved 2026 Budget and the Auditor General’s Report for 2024, steps will be taken to convene the AGM.

 

NOC Sri Lanka appreciates the patience and cooperation of all National Federations and stakeholders as these critical governance processes are brought to completion, in the best interests of Sri Lankan sport.
